I have a question about what requirments are needed at a business site before the LEC will drop the circuits. Phone Board, Permanate power, Counduit with pull string. I have a location that POTS lines, ISDN, and Frame T1 circuit were ordered. The LEC went out on the 15th and when they arrived at the site there was no Perminate power. The Site was CNR'd (Site Not Ready) and no circuits were dropped. Who determines what is required to drop circuits at a site?Telco, City?State? FCC?

In most cases the LEC determines if they can terminate circuits at DMARC. If there is no power (in this case) they have no way to test circuits if NCTE equipment is involved that requires permanent power. Power should not be a problem if only pots lines are to be installed, only equipment provided by the LEC that requires permanent power.
