If there is not a cable pair problem, (pretty easy to tell if you have a cross or not, and the way you explain the symptons I highly doubt this is your problem) jumpers are ran correct, laid down where they are supposed to be.....
Since you said that they just moved their office, I've run into trouble cases that translations got messed up. Move from one C.O. to another or out of remote where the (and this was in the same exchange) translations need to be changed so the # shows up on the correct LEN, pair, etc.
Previous problems I have had was a couple of times translations messed up the order, put trunk group into circular hunt where they didn't used to be, added a dedicated modem line into the mix, and that's what happened to me. Not saying this is your problem, just one of my experiences.
It'll be interesting to see what you find on this one. Keep us posted.

Ditto on the Security Alarm! Had the exact thing happen to me. Called my brother who does alarms, and he explained it to me. Call the line, hang up, and call back right away. Also check the Keypad display. It will sometimes show a communication attempt.

Could it be someone calling IN to fax something, and they have the wrong number?

Must have been a fax number before because I got a lot of different calls, fax and voice, for same business. Peope keep old numbers for a long time. I still think it is Alarm because the original message said caller hears it too. Again, double call line 2 to verify. Call, hang up, call back. Alarm will answer on the second call. Also, the alarm is not hooked up correctly with line siezure if they can hear it.

Still looking, no alarm in building. New wires from telco entrance to punch block. All new wires inside building. Disconnected FAX and FAX line from system. No modems found. Customer only there part time so I have hard time getting into building. I'll be back there next week to try more I'' keep you all posted to what I find.

Only thing I can think of it doesn't look like you've tried is disconnect the line at the NID and have telco look at the pairs to see if there is a capacitance kick that would indicate other equipment on the line. Could be the cable pair used to go somewhere else that still has equipment on the line.

I was thinking burg panel too until he said it will happen on Line 2 when 1 is busy. All the burg panels I know of only utilize one line, Paul might be on the right track of a Fire panel though. What type of phone system is it on?
