What is the best way to program the Partner ACS system to transfer a caller to an outside number? We want to be able to press transfer and dial an extension and hang up, and have the caller sent to an outside number. Is this possible? I will probably have to turn off transfer restrictions and set an allow list of outcalling numbers? But what is the best way to do the actual transfer? Phantom extension or something?

With an R6 or R7 ACS, you can forward an extension to an outside number, but consider that it is essentially a conference call, using 2 lines at a time, and unamplified. If this is for occasional use, or perhaps after-hours emergency use, you might be OK.
A better route would be Centrex, through your telephone company. Then it's a Flash, dial the outside number, and disconnect after the first ring (or after consulting with the 3rd party). The call amplified just as if the original caller placed the call themselves, and the line is released from the ACS, so it is available for another call.

Thanks, How do I program an extension to forward to an outside number? I will test this out. If it uses too many resources, Centrex will be an option.

Allow the extension the RCF feature: #322-XX-1
Put the outside number into one of the extension's personal speed dial bins: Feature 00, Feature 99, Telephone Number, Feature 00
Put a Forward to 99 button on the Extension: Feature 00, Button (with a light next to it), Feature 11, XX, 99, Feature 99
Then just call the extension on the Intercom, or Transfer a call to it to test.
DND will overide the forward, btw.

Do I need to leave a telephone at the extension, or can I set it up and remove the phone?
Also will this work for calls coming in from the autoattendant? Callers press the extension for a direct extension transfer and get forwarded to the outside number?

You can forward an extension, and unplug the phone.
You can also program and forward it from the programming extension.
You cannot program it for an extension number that is not actually present.
ANYTIME a call comes to the extension, it will forward.
Why not do the program steps above, and see what works and what doesn't?

DND will overide the forward, btw. Also, the VM system will not cover it either...but then, if you're forwarding to a cell #, the point is moot.
