On an initial incoming call, or on a transfer?
Initial incoming call, add a Pool button to the phones, and set it to delayed ring. Voice Mail coverage continues as now.
Transfers, up to 8 extensions can have a Primary Coverage button, with delayed ring, for the extension that receives the transfers. The coverage button will flash at the same time the original extension receives the call, then on the 3rd ring, start ringing as well.

If you are trying to set up the Auto Attendant to answer incoming calls on a delayed basis (I can't really decipher the "string of consciousness" above):
Take an unused calling group, with no members. Assign the incoming lines or pools to it. Set it to overflow to the voice mail calling group, using time-based overflow (about 5 seconds for every ring before it should kick in). Then, in your voice mail, create a mailbox that matches the extension number of the calling group, and either through class-of-service or assignment, make that mailbox point to the auto attendant.
