on the partner system when i add a 4 port line card will the system configure the lines or will i have to program it?

You will have to program the system for the additional CO lines you want to use.

Technically not true, while the number of lines setting will be wrong, you can still assign those "new" lines to a station without making the change.

You will either have to change the 'Number of lines' in system programming, which is not advisable, or use co line assignment on a per station basis to assign those lines to buttons (recommended).

number of lines will affect programming on all stations NOT ADVISABLE like he said. but yeah basically just "ditto" to what he said.
