Installed a new system with R7 processor. Customer had a wheelock ringer that was was set up on extension on the original older Partner and it worked fine. It will not ring on the new processor. I also tried a Duophone ringer and it does not work either. Anyone else have this problem?

That was my thinking, not enough ring current. Has anybody found a ringer that will work?

Telcom, you may want to make sure that 308 is set to "not active" for that ringer port and also try setting 309 to "machine".
This may help.

If Mr G's suggestions doesn't work , Sandman has a ring booster for VOIP that I'm thinking might work

Do you have a 206 left over from the old system, and an open slot in the carrier? If so, put it back in just for the bell.
