Avaya UPS are usually re branded Powerware. I would still cross shop Avaya if you have a price break with them. We have a agreement with Avaya so it is cheaper to get the "Avaya". Same goes for their switches that we use for IPSI cards.
I personally recommend APC as I like their remote management interface.
I would recommend a longer running UPS. While you can make the argument that a phone system is no good if their PCs are not running. Also remember that it is not good if their auto attendant isn't picking up so callers can leave a message. Plus, a Partner really does not use that much power.
This is why I colocate many Definity PBX systems for mid size businesses and use VOIP phones or have a remote cabinet. However, if you customer made a business decision that it does not matter if the phone system does not answer some times, this point may be moot.
