No I havent tried it out of the carrier yet. It sounds like pulse dialing when the other phones ring though the handset or headset

Not only try it out of the carrier but try it with only one phone connected directly to an extension port with a line cord. You might even want to try that before you remove everything from the carrier. Disconnect all other wiring except the COs.

If the user extensions are programmed into group 7 when you answer you will hear the mode codes coming thru the handset when you pick it up. I would look into that.

Those are DTMF, not pulse.
