Hi Gang, Thanks for the help getting the message system to answer the calls, but one last issue.
partner ACS r8, with a partner mail.
some extensions turn the message light on with no message, and some don't turn it on even with a message. Function 10/ext does turn the light back off, but why did it turn it on in the first place? I don't think anybody is messing with me, but you never know.
what do I look for?

There may be messages in the General Mailboxes, 9991 through 9994, which can each have different "owners", who's MW lights turn on for both their own mailbox and the general mb as well.

There maybe old lights from previous VM. Take the lights with no messages manually off and those who has Messages with no lights delete all messages first and then try.
