Does any one out there use any type of line noise tester. The verizon tech was out the other day and had a meter with him that tested the line to see if it was clean or not. Didnt catch the name of it. Any one have a clue. It was a analog meter of some type and only had 5 settings on it.

The telco probably is using a "sidekick" meter, which measures "stress". It's not the definitive factor for a clean line, but does reveal problems, especially when you compare a suspect line against others in the same count if the readings are above what you would expect.

Google it, and you should find lots of information.

The noise measure on POTS is C-message noise. As stated above I think the sidekick will measure this noise.

sounds like a sidekick, talk a look at mike sandmans site I think he sells a tester for much less then the cost of a sidekick, though a sidekick will do much more, sidekick will measure C-message noise.
