We are using a Partner Plus II phone system. When someone whose phone is connected to the 2nd card (ext 16-21) is on the phone, when another call comes in, there is a LOUD BEEP when the phone rings. I assume its call waiting but it only happens on the 2 lines that are on the 2nd card (ext 16 and 17). I also made sure to check the settings in the programming and Call Waiting is off.

Do you have Call Waiting service from the LEC?

I don't believe we have it, but even if we do why would it only happen recently and not the past 3 years we have been here?
All the phones are system phones. Its only the phone extensions on Card #2 (206E).

Does it only ring once at those stations and then the line only blinks green until answered? If so look at Abbreviated Ringing (#305).

here is a scenario.
Ext 16 is on the phone on any line. The phone rings on another line. Every phone in the office rings until someone picks up or it goes into the VMS. Everytime the phone rings, the noise can be heard on Ext 16 (and ext 17-21) until someone picks up or goes to VM.

I think you have a bad 206 module , your not hearing call waiting but ring bleed . Its a common problem on the 206 modules
I'll bet if you move those extension to another module to test the problem will go away

We have tried moving the extension to another line which did solve the problems. That probably is the problem. I will tell my boss to order another one and let you guys know the outcome.

206 modules haven't been made for at least 10-15 years so anything you buy is likely to start showing problems sooner rather than later
If you where my customer I would be suggesting a upgrade to a ACS . Preferably new but a refurb one would be better investment than a Used/Refurbished 206 with the ACS you can reuse your phones and working 206 modules . Its just a matter of replacing the processor and reprogramming

Do you perhaps have Ext. 16 FORWARDED internally to another extension? Because forwarded extensions do not ring on incoming calls, they BEEP to remind you that they are forwarded.
Try Feature 11-16-16, which is the code to cancel any call forwarding that may be enabled for Ext. 16
