Is there a way to combine the overhead paging, and the page group that comes through the phones?
Both are working now, but not together.

Only if your paging is coming off an analog extension port.....
Or you could use VM Pro (if you have it) to play the page overhead for you.....

Paging is coming off an analog port for the overheard. We are using a short codes for paging thru the phones, and thru the external speaker.

Just include that extension in your paging group for the phones....
