I have a Mod ICS customer whom transfers callers off premise to a call center. Intermittantly calls have a poor connection and volume problems. Are there any settings to help to acheive a better quality exchange?

This topic has been discussed many times on this forum. Trunk to trunk transfers are going to have poor quality and low volume. Your best solution is to use a "Link Transfer" using your local Telco CO feature. It would cost less than $5 per line and would also free up the line after transfer instead of tying up two lines.

If you use the link feature you will have to make sure your lines are centrex and not 1MB's. If not your call will drop.
