Oh lots understood what you had...CAP power supply and no clue. At least 4 people told you initially that the power had nothing to do with the 12X0.

If half your lines still aren't working and it started when they unplugged the power supply, I'd check the hangoff cable. They may have knocked it loose and killed half your lines.
