In my experience, the BCM400 date and time cannot be updated from the phone. It will allow you to make the change, same procedure as a Norstar, but it will not update.

It depends on which software version, but it is recommended that all BCM programming be done through browser or element manager.

The BCM 200/400 version 4.0, Programming through the phone is allowed, as well as the BCM-50's. It is even in the manual on how to do it.
The older BCM 200/400 versions, as KevHawk13 says, it must be through the browser. But the 4.0 will accept the change through the phone.
