After 30 mins of diagnosis, I found the problem on a Nortel ATA2. Battery on the redundant power supply was blown. Ah well happens to the best of us sometimes..lol

I wasn't aware the power supply had a battery. How did you replace it?

Probably the ATA power supply was plugged into a UPS of some sort.

I was trying to make it a short story, but i see I wasn't clear.I found out afterwards that the building where the sub is located is having electrical problems. They installed a redundant power supply,the power supply has two plugs, each one was plugged into a differnt socket that was connected to a different breaker. There are 2 ATA2's at this location. Each one was plugged into a different surge protector(coming off the different sockets). There is an emergency battery that is located in this power supply that was run down,(no juice). So after stepping back and looking at it that's when I noticed there were 2 differnt sockets powering the surge protectors and I switched the power supply to the other surge and the clouds parted and dove's started to sing.. And I wrote "Not covered by faulty electrical"..Sorry I should have just posted the whole story..
