I have this DK16 set up rather nicely now (with help from this board), but there is still one feature that doesn't behave the way I think it should.
With the standard phone at station 18, I can access a CO line by dialing a CO line access code (701 to 704), but initialized behavior should be that I can just dial 9 and access a CO line via CO line group 90. (I checked the Program 16 CO Line Group setup, and group 90 does include all CO lines. Only CO1 is actually connected, by the way, though I have used a splitter sometimes to connect several more CO connections to a single CO line for testing.)
I follow with my complete Programming setup. I trust that one of you pros will be able to spot the problem once again. (Yes, that was shameless pandering.)

First of all, change program 32 to 101 on the analog ports (18-21) When you go off hook on the S/L phone , you're trying to grab a line. You need to get intercom tone. Try that first and let me know.

Program 16 , 00 , then light the lights for the lines , its not group 90 for dial "9" it's 00. And program 32 only applies to digital ports

Voyager, I should have said up front that I do get intercom dial tone on the standard phone. And even though, as Steve points out, Program 32 is only supposed to affect digital and electronic phones, I set Progam 32 with 08*19 101, but it didn't make any difference.
Steve, in my version of the manual, for Program 16 you only enter the second digit of the 2-digit group number, so whether the Dial 9 group is 00 or 90, you would enter "0" in the Program. I re-checked it, and all lights are lit.
To all, I should have said that the Dial 9 feature does not work with the digital stations either -- it's not failing just with the standard phone (but with Automatic Preference working on the digital stations I didn't care about the failure of Dial 9 on those).

what happens when you dial "9" from a digital phone
you said all lights are lite??? I thought you said there was only one line on the system, if you only have one line on the system the only light that needs to be on is the intercom button or button #1 on the program phone.
in program 32 only the ringing line preference applies to an analog station, its offhook preference is always intercom dial tone, can't change that

Steve, that gets me somewhere. When I removed CO lines 2-8 from the Dial 9 group, Dial 9 began working on the standard phone.
The Program 16 instructions say: "Unconnected CO lines should be taken out of all groups, including the Dial 9 group. Automatic Busy Redial (ABR) will not function if unconnected lines are assigned to a line group." But it seems that more than ABR is affected. Perhaps CO line groups always pick the highest "available" CO line.
But Dial 9 still fails on the digital phones. Nothing at all happens when I press 9.

Yes any group will star with the highest CO in the group. On the digital phones , what are the off hook preferences, Intercom , CO's, , if you pick the handset up on one of the digitals what do you get??

Thanks for confirmation on that Program 16 behavior (highest CO in the group).
My programming is just as I have it in the first post, except as modified per subsequent discussion. Off-hook preference is lowest CO. If I pick up a digital handset I get line 1 CO dial tone.
To be complete, here is all my programming beyond 90, 92 and 03:
Program 16: Assigning CO Line Groups - 0 (turn off 2-8 LED)

to use dial 9 , you will have to press the intercom button , then dial 9. Generally I have the digital phone off hook preference set to intercom or nothing.

Wow, this works!
But to probe and clarify the functionality a bit, I set Program 32 to 00 # 100 for station 10 to see if Dial 9 works without intercom dial tone when there is no interference from an off-hook preference. It does not work--intercom dial tone is still required.
In many cases, "read the manual" would solve a problem, but in this case the Program 16 instructions make absolutely no mention that you must get intercom dial tone first.
