I would get a certified person to take a look at it for you, it could be several different things. If it is a license issue or a bad out of box issue you will need a dealer to assist with that.
The CTX100 came with limited out of the box licenses and different processor cards. If this was purchased off the open market, ie,... e-bay, resellers...etc. you might have been duped. Todays telephone systems are more in depth than the past key systems of yesterday.
You might want to call Toshiba up and give them the numbers off your equipment and possibly they can assist you in getting the system configured how you would like.
