Is it possible to reset a vm password through Manager E or possibly through an administrators box on a telephone on an Expressions Compact?

Manager will not reset a xpressions compact. If you cant find the master passwords listed in the internet (we cant post them here). I would then download the xpressions compact boot iso and boot your pc off that to reload xpressions compact.

You can reset a password with Manager E using maintenance mode from the transfer screen.
