Those phones WILL work with only three of the four wires intact. In these cases, depending upon which wire is missing, you will have varying different issues. It sounds to me like either the green or red wire at the jack is open. Is this happening on all phones?

Ed brings up a good point and I would like to add to watch when unplugging any phone to check the jack. These phones are data paired, if you unplug a phone and the data paired phone is in use it will be disconnected from the call.

Volume controls on executech phone are very tricky. They tend to carbonize if not regularly adjusted. Also, you can "feel" the adjustment when the slider is moved. If you install a known good phone and volume is adjustable then you have a defective phone.

Ed: Would the Red / Green be the voice pair? If I remember correctly, reading from pins 1 to 4 you would get Data, Voice, Voice, Data with polarity being non-critical. I guess an open voice wire can cause volume issues? I have seen an open data wire cause erratic ring and light signals too. Just wanted to clarify.

Yes, that is the voice pair. Remember that power for the set was derived through transformers on the voice and data pairs, so technically, the pairs were electrically coupled. This is how the phones could possibly work (marginally) with one wire missing.
Vodavi's analog phones were the same way. If the yellow wire was open, the phone would function fully on speakerphone, but not using the handset.
