If you bought from an incompetent dealer, find another to troubleshoot it. Parts warranty will carry over via serial numbers.
A trained tech could have your problem and solution worked out in short order. It is not the system's fault, nor should it be assumed that anyone can work on it.
The 7400 has many volume and other adjustments to compensate for overly high transmit levels that normally cause echo. In most cases, abnormal echo/volume is a telco issue, not an issue with the phone system.

You may have to upload Beta Software for the PRI to work properly. I had a similar issue with the 7200-s. There is a new TEPRIa software load v4.27 or use the older Tepri v1.07 card
