You might consider using Valcom's V-9932 noise sensing volume control (anti-blast device). It monitors ambient noise and adjusts the volume level up or down accordingly. CHECK IT OUT HERE According to their documentation, this has been replaced with the V-9933A, which effectively does the same thing.

Increasing the paging level at the page port of the phone system and lowering the speaker levels will greatly improve your signal-to-noise ratio, eliminating the described hiss while still maintaining the current dB levels at the speakers. If there is no page port output level control on the phone system, add a Valcom V-1094A after the phone system but before the speakers.
