We recently had a power outage. We have a CIT670 system. We have the phone system on a UPS, but the power went out on the smartjack with the PRI and it lost sync with the BPTU card.
Is there any way for me to get some type of notification when the PRI and the phone system are out of sync?

This is very, very Rube Goldberg. Please read all of it.
Put an Adtran Ace close enough to where someone would notice the red "NET LOS" light going on and run the network cables back to that location.
That is the easy one.
This is the more costly one:
Put a camera on an Adtran Ace and run that back to a small monitor where the receptionist sits. Make the screen full of the Adtran ace and when the light turns red, she/he will notice it.
The VERY expensive one: (but maybe not)
Buy an industrial sensor that detects the change in color on NET LOS from off to red it turns on sirens.
OR
take the Adran apart and clip onto the voltage of the NET LOS LED and run that to a relay that buzzes at the receptionist.
As silly as this sounds, it will work.
