I have a POLYCOM IP7000 S7070 IP-PBX ver 4.70. I donot have a SIPSERVER and I need to use the PBX as the server. Is this achievable and how? I am currently using a TUTORIAL license.

I have a guide i wrote for the polycom ip6000 which is essentially the same thing.
I haven't tested on the newer firmware but there was issues using the conference key on the polycom depending on the polycom firmware version.
There is a version of firware that works with the IP6000 but last i tried it on the IP7000 it didn't work.
So you will have to do a conference call the same way you do with analogue conference phones.
