I posted something about this about a year ago but rather than re-visit that thread I'm going to post anew. To re-cap, I inherited this system and it is the only IPO I'm servicing so my familiarity isn't that strong. Everything worked fine until a change in carrier last year.
IPO 406 with 400 module, 5 lines. Dialing out will produce a fast-busy every other attempt or so. If I delete the unused lines in Manager it solves the problem, but the unused lines return about a day later. The unused lines are set for "Out of Service" and for "Incoming" which doesn't seem to correct the problem, although the manual says it should. It's obviously hunting the unused line ports for out-dialing although I believe it's set correctly to ignore those lines.
The customer is asking for a quote for a new system to get rid of this problem, and while I'm happy to sell a new system it seems like a pretty expensive way to resolve this problem.
What am I missing? Is it possible to delete the lines and not have them recreated in Manager (and why is that happening)? Is there some other setting I missed to correct this?

Each line will have an Incoming and an Outgoing Group number.
All of the active lines should be in the same outgoing group. Any unused lines should be in a different group, doesn't matter which number you use, just something different.
Default is group 0, and that is probably what your 9N shortcode points to, so put the unused lines in group 99. Doesn't matter if they are set to In Service, the system won't look to use them.
