got a call today from a guy with a cics, asked him to pull software and it is mics-xc-4.1, is that possible? that's new to me, says it works, he sent pics so it is a cics and mics software

Could be burned software or its a MICS.
For sure they wont work.

does the xc-4.1 handle a startalk? if i remember the xc is junk, he said he upgraded his software to include voicemail, im thinking they put in a cics took the mics and just left the xc-4.1 and thats what he sent a pic of

MICS and CICS both with 4.1 can handle Startalk with 1.9 minimum.
Knowing the SP code will tell the truth on the KSU software.
