Let's start this over. The 824 and any digital systems will show busy when there is no connection to a digital/apt vm port. It's supposed to, but we never know it because it never has a DSS button.
So, the problem must be in the system parameters of the TVA. You did select System Parameters Parameters PBX integration PBX Environment and make it a 624/824 with APT?
Then plug it in. I can't think of a reason that the 824 won't always be the correct integration since it's above 2.0 and clearly above the last 624.

You transfer call sto the VM via a VMTransfer button. We reserver 3 buttons, VM XFR, 2W record, and 2w transfer. IIRC it's the 9x codes.

Ok Here is what I have done. Set 824 to APT with VM1 APT Port 1 for jack 7 & 8 and VM2 apt port 2 to jacks 15 & 16 connected jacks 1,2,3,4 on TV50 to jacks 7,8 & 15,16 Set TV50 for 824 with apt in quick setup.
when i run the quick setup i get the following error. "Error receiving extension and first name"
Do I have to do the quick set up or can I do it manually.
What would cause the error?

You need to run each port of the VPS to its own jack in the KSU. That means port 1&2 of the TVA go to jack 7&8 of the 824. You cannot split pairs. While admittedly I haven't read this thread in its entirety, I'm almost positive that's your problem.
Like I told you on the other forum.... Although it has physical capacity for more, the TVA50 only supports a maximum of 2 APITS ports. The only way you can use more than 2 is with DPITS (not an option with the 824) or inband. Whether inband would even work for more than 2 ports I don't know. Only time I've tried inband with more is with a TVA on a non-Panasonic KSU.

Sorry I wrote it wrong. I have port 1 in the VMS going to jack 7 and port 2 going to jack 8.
I disconnected ports 3 and 4 from the 824 and reset the system to default and no luck still busy.

The TVA 50 supports 4 APT ports, 6 DPIT, and 6 Inband. You say it works with inband. If working with inband then it is programmed that way. If both are set for apt it would work, unless 1 of the units is bad. You need to contact where you bought the equipment from or call in a qualified tech to check system out.
using 4 conductor line cords? install manual 1,2,2 connection diagram.
