We had a similiar problem, Ron. Maybe what we did to fix it will help you.
In programming the PRI Card, change the ISDN SWITCH TYPE setting to AT&T 5ESS CUSTOM.

Please clarify if the card is physically resetting or if the framer is taking errors and falling into alarm. There is a difference.
What version and CPU type are you using?

I would suggest connecting to the card serially or via SSH if it is a 5000 and checking the low layer errors.
