For several years we had copper POTS lines supplied by At&t (Bellsouth). With the Axxess system and IP phones the sound quality was poor. We just switched to our local cable TV company and they provide POTS line via an Arris 8 line box. What a difference in sound quality. The IP phones work perfectly with no echo and much louder volume.
If anyone is having trouble with IP phones on POTS lines I would highly recomend this. For now also much cheaper per month then At&t.

I guess I've always had extremely good sound quality from the local ILEC.
It goes both ways though. I had to help out somebody receiving phone service from the local cableco with an Arris box, the audio would get all clicky and clip alot (usually on the weekend). Complain to the cableco, we'll be out Wed or Thursday. By then the clicks were gone when the tech was onsite, but they returned on the weekend.
They obviously fix something out in the neighborhood cell each week, but they can't track chronic problems like that at all. Not sure how it all ended, I think its still up in the air.

So far this has been solid and hopefully will stay that way. Now with Interent service I've had droped packet issues with the cable company serveral times. Sometimes it takes them a while to track that down. Usually it's water getting into a device. Got my fingers crossed that their phone service will be trouble free!
I had At&t out several times to test their lines and they always said they were within spec. It worked fine with the digital sets although sound volume was a little low. With the IP phones the volume was very low and the echo canceler was working hard to keep the call tolleratable.
I would have liked to brought in a T1 but prices are still to high for 7 lines when you don't need their internet service. Looked into SIP and the prices were even higher which suprised me.
For now hopefully this will work out!
