I inherited a NEC Electra IPK II system which I don't have much experience with. We have an extension which is not assigned to any specific phone but has been programmed to be picked up on two phones in the main office. Since it is not the main line for either phone the standard forwarding technique does not forward that extension. I've been looking up manuals on the online interface for the whole system, but I'm having difficultly parsing what could be done to achieve our goal. Any advice on how to get the extension forwarded to an external line?

You have to me more clear, you have an extension which is not assigned to any specific phone, what extension?
What do you mean by it's not the main line for either phone?
What are you try to achieve by forwarding to an external line?

Excellent questions. We have an extension which needs to be forwarded to the user's cell phone under emergency scenarios. Each phone has an extension which seems to be their main extension. When using the forwarding method on the phones it forwards that main extension. The extension we need to forward is not assigned to any particular phone on its main extension, rather it is assigned to another button to pick up when there is an incoming call. I've tried to just hit that button and use the forwarding method, but it reverts to the main extension. My guess is that there is a way to forward the number with the online interface, is that possible? Is there a better method?

It sounds like a virtual extension was used to forward outside the system. As per the user guide and assuming the access codes are at default;
To set Call Forward Immediate for any Extension to Destination:
1. Pick up the handset or press Speaker.
2. Dial the Call Forward Immediate for any Extension to Destination Service Code (Default: 790).
3. Dial 1 (Set).
4. Dial the extension number to be forwarded and then the destination number.
5. Press Speaker or hang up.
To set Call Forward Busy/No Answer for any Extension to Destination:
1. Pick up the handset or press Speaker.
2. Dial the Call Forward Busy/No Answer for any Extension to Destination Service Code (default:
793).
3. Dial 1 (Set).
4. Dial the extension number to be forwarded and then the destination number.
5. Press Speaker or hang up.
