So what is it?

Your description reminds me of magnetron magnetics that I use to keep back in my military days when I had to replace one in a radar. You had to be careful with those as they could take your finger off if you weren't careful.

I know that they are to hold 25 pair in place but what are they called. I have a few in a box somewhere and call them magnetic wire keepers but I am sure that is not the right name,

super magnets! those magnetic amphenol covers are perfect for the old hide a key (or whatever fits) . Just had to tell the guy in the stock room that you need a couple for the next job. Bell system economics.
