First - IPOffice essential trying to return calls from call logs, get this weird message saying "the users does not have the authority to make this kind of call". Is this coming from the system or the SIP provider? Second question, accessing the voice mail from a single line phone. Do I need a special short code?

1. what is the number in the call log, and can it be dialed without the 9 and the 1? Example, the call log shows an incoming call from 2135551212, it can't be called back because it doesn't include 1 in front of the area code, and it doesn't include 9 for outside calls. Short codes can be set up in the User and the ARS table to bypass dialing 9 and if ARS receives 10 digits it can know to add the 1 in front of the area code. Another approach would be, if none of your extension numbers begin with 1, add the digit 1 in the prefix section of the line and create a system short code of 1N / Dial / 1N / ARS . Numbers in the log will be 12135551212 and you can return calls directly.
The default short code for voicemail is *17, dial it from the single line phone and you will reach the login prompt
