we have 2 people that answer the same extension for tech support for our company.
when one person is on the extension, the other person only has 1 ring to be able to get it before it goes to the personal mailbox.
how do you change it so it rings the same amount of rings as it does when noone is on the phone

Your question doesn't make any sense, If one of them is on the extension then how can the other tech answer the same phone?

I'm guessing that the 2nd person is using "pickup" to get the call ringing at the 1st phone. Now it may be that a feature called "Abbreviated Ring" is turned ON, which means when the phone is already in use, and another call comes to it, it only makes ONE ring. However, the call stays at the phone for the same period of time before covering to voice mail, even though the ringing SOUND has stopped. So you still have the same amount of TIME to pickup the call.

Now you didn't tell us what type of phone system you're using, so we can't help you with turning OFF the abbreviated ring feature.

Why not put them in a hunt group so it tries the person who is off their line. If you need help with that, let me know.
