I have a two tenant system using SIP trunks.
I need 5 phones to have a different MOH.
I have it working on inbound calls no problem
But when they make and outbound call it comes up with the Main tenants MOH
I have set-up outbound CID to work Properly

Tenant A should have different MOH than tenant B?

Yes When these 5 EXT make outbound calls I need tenant B MOH when a call is placed on hold
